Our Story

On 1st April 2015, we cofounded EQUAL: a law firm that represents our shared aspirations.

We want to put our legal expertise at the service of major professional, economic and societal challenges. Our prime concern is to place the interests of our clients first, and work together on finding specific and long-term solutions to the challenges you encounter.

At EQUAL, we are at the forefront of the collaborative economy and of collaborative practices. Our relations as lawyers with all the stakeholders in our profession are inspired by this.

We conceive of the law as being there to further the aim of creating well-being for all.

  • Sarah Ben Messaoud

    Partner

    Sarah Ben Messaoud

    A lawyer at the Brussels Bar since 2008, Sarah Ben Messaoud practices administrative and constitutional law: public expropriation law, urban planning law, housing law and public service law. Sarah mainly focuses her activity on health law and public procurement law by assisting public authorities and private stakeholders at every stage from drafting public tenders through to their award and performance.

  • Bénédicte De Beys

    Bénédicte De Beys

    Bénédicte worked for an Alderman of the City of Brussels before joining the Brussels Bar and the public law team at Eubelius. She then worked with Eric Gillet at CMS DeBacker, where she became specialised in public economic law. In these matters, she works with ministerial cabinets, public bodies and departments and economic operators.

  • Valentine de Francquen

    Valentine de Francquen

    A lawyer since 2003, Valentine specialises in public procurement. She deals with cases relating to drafting public tenders, through to contracting and performance. In this capacity she advises contracting authorities and companies. Valentine has sound experience in litigation but always favours, wherever possible, seeking an amicable solution. She publishes and regularly gives training on public procurement contracts.

  • Quentin Debacker

    Quentin Debacker

    Quentin began his career at the Brussels Bar in 2014. Having worked for a year at CMS DeBacker, he decided to be part of setting up EQUAL. Quentin studied Law at Saint-Louis University, Brussels and at the University of Ghent. He also holds a Masters in Political Science from UCL. Quentin practices administrative and environmental law.

    Luc Depré

    Luc has been a lawyer at the Brussels Bar for 30 years and has experience across many disciplines in various areas of administrative law. In the last few years, Luc has mainly focused on advising public and private stakeholders on energy and environmental matters. One of the major challenges of our times is related to sharing common public goods. Demographic growth and the monopoly of scarce resources place huge pressure on ecosystems, which Luc is proud to defend and help protect.

  • Christophe Dubois

    Christophe Dubois

    Christophe Dubois, formerly a researcher, teaching assistant and professor, has been a lawyer since 2003. His subjects of choice are the public economy, the organisation of public services, Public-Private Partnerships, awards and aspects of debt deconsolidation (SEC 2010). He has a particular interest in public procurement related to health law (for example, drawing up particular specifications and assisting contracting authorities in awarding contracts).

  • Jennifer Duval

    Jennifer Duval

    Jennifer Duval specialises in public law and general administrative law and more specifically in public economic law. She is also furthering her knowledge in public finance at UCL. She began her internship at the Brussels Bar in September 2012 at CMS DeBacker. As well as practicing law, she works with the Union des Villes et Communes de Wallonie [Wallonian Union for Towns and Communities] and trains members of local governing bodies on the notion of delegation of powers.

    Eric Gillet

    Eric Gillet specialises in public economic and public finance law, as well as in the area of large public infrastructure and network industries. He has in-depth knowledge of public intervention in the economy: public holding companies, public enterprises and intercommunal entities, economic expansion law, public-private partnerships, public services concessions and management contracts.

  • Isabelle Guislain

    Isabelle Guislain

    With 25 years of professional experience under her belt, Isabelle Guislain is a multi-skilled, proactive, detail-oriented management secretary, capable of working on her own initiative. Fifteen years ago, she began to focus her career in the legal field and has since become familiar with various aspects of the law, particularly public and administrative law and health law.

  • Sophie Jacques

    Sophie Jacques

    Sophie Jacques has been registered at the Brussels Bar since 2012. She specialises in administrative law and particularly in public procurement. Sophie advises public authorities and private firms on this subject, from developing operations through to contract performance. Sophie also handles litigation matters.

  • Celine Pouppez

    Celine Pouppez

    Céline Pouppez is a member of the public and administrative law team. She advises and represents private and public entities on numerous matters of general public law, administrative law and constitutional law. Céline has developed in-depth expertise in the health products sector. Administrative and constitutional litigation in matters of social security is another string to her bow.

  • Pierre Slegers

    Pierre Slegers

    After having gained commercial experience in the chemical industry, Pierre became a lawyer at the Brussels bar in 2002. He has developed practice in the areas of regulation and funding of healthcare and in social security. He advises public authorities, companies and individuals on sustainable fulfilment of their projects while taking into account regulations and the institutional and sector-specific context in which projects are developed.

  • Patrick Thiel

    Patrick Thiel

    Patrick Thiel is involved in conception, performance and defence in public procurement, concessions and PPP, as well as in contract performance and litigation. He draws up public procurement documentation, negotiates complex transactions, and works on the analysis, award and monitoring of contracts, as well as performing audits. In the health sector, he assists hospitals on issues including funding, restructuring, building & renovation, mergers, HR matters and authorisations.

  • Isabelle van Kruchten

    Isabelle van Kruchten

    Isabelle van Kruchten focuses the main part of her practice on all aspects of public procurement (contracting, performance, litigation and criminal matters). In this capacity she assists both public authorities and private companies. She publishes and regularly participates in seminars on these subjects. This has also enabled her to develop expertise in subsidies (national and European), in general construction law and in health law.

  • Céline Vannieuwenhuysen

    Céline Vannieuwenhuysen

    Céline Vannieuwenhuysen specialises in public and administrative law with a particular interest in administrative health law. Her daily practice involves providing advice, support and representation to both public and private players in their proceedings before the Constitutional Court, the Council of State and the civil courts, in all aspects of public and administrative law.

  • Bijou Verhaeghe

    Bijou Verhaeghe

    Bijou Verhaeghe is a management secretary. She has worked as a management secretary for large companies such as Glaverbel, Manpower, Proximus and Confédération Construction. From 2008 to 2015 she provided administrative support and secretarial assistance to the public procurement team at CMS DeBacker and has now decided to embark on the EQUAL adventure.
